For most, the only software function devoted to quality is Quality Control (SQC) tail-end testing of developed software, although often it is mistakenly called Software Quality Assurance (SQA). Where there is a difference, SQA commonly acts merely as an often-resisted "traffic cop" reviewing documents and enforcing procedural compliance. Effective systems organizations realize SQM and SQA can and should do far more, contributing positively to assure that the software process in fact better produces high quality, as well as catching and preventing errors early.
